updated the file with the following changes:

- replaced lightning strike sprites with ones that have a slightly higher resolution (previous version used downsized ones which are still being used for the sprites that form the ring)
- removed attenuation flag from dynamic lights so they are brighter in dark areas

edit: btw if anyone recognizes the lightning sprites, please let me know. The sparks are from Chronotrigger so I credited Square, but I have no idea about the lightning. Found them on a random sprite site that gave no credit either.
